Niell was born in Graff-Reinet in 1954 and matriculated from Union High School in 1972. After a year in the defence force in 1973, he enrolled at the Glen Agricultural College for a two-year course during 1974-1975. During the first six months of 1976, he attended a farm machinery course at the technical college in Bloemfontein.  After that he joined his father on the farm in Graff-Reinet, but was sent to the Caprivi Strip in Southwest Africa on border duty. On returning home from the border duty, he was offered a position as farm manager for a huge farming company from 1977-1979. During 1979 he was offered a position as a provincial valuer. In 1990 he returned to the family farm. Neill joined Sanlam in Graaff-Reinet as a broker in 1995. His interest in short-term was kindled and in May 2000 GBG asked him to join their team. He has subsequently been with GBG for 24 years as manager of the Graaff-Reinet short-term office. Neill enjoys watching school sport on weekends and reading.
